Dean T. Kashiwagi, PhD, PE, Fulbright Scholar is also the Director of the Performance Based Studies Research Group (PBSRG), a worldwide leader in improving facility/project performance and efficiency. Professor Kashiwagi has developed a hands off approach to managing contractors or vendors in any industry. His concept is contrary to traditional price-driven procurement. The technology has been tested 1583 times totaling $5.7 Billion ($3.8 Billion in construction projects and $1.9B in non-construction projects) with a 98% success rate since 1994.
Professor Kashiwagi is the author of the Information Measurement Theory (IMT) and the Best Value Performance Information Procurement System (PIPS.) He was the recipient of a Fulbright Scholar Award in 2008 through which he is took the PIPS management technology to the University of Botswana in Africa and helped transform a research based graduate program in project management. His work is also being tested in the Netherlands (on a $1.3B infrastructure project) and in Malaysia. Kashiwagi has integrated these concepts into a Facility/Project Asset Graduate Program at ASU.
Best Value PIPS and IMT minimize the owners project management by as much as 80%. Deans research has resulted in the identification that efficiency on both the owner and the vendors operation is required for a win-win environment. This is one of the few documented processes that brings better value for the owner and maximizes the profit of the vendor.
Prior to joining ASU, Dean was a Design/Project Engineer, Project Manager, Educator, and Researcher for the US Air Force during his 14-year tour. Dean was born in Hawaii, but has resided in Arizona since 1992. Dean is married to Judy Katayama and they are parents to eight children.
